Olivia Meronin is a Imperial mage that is added by Interesting NPCs. She can be found in the Arcanaeum at the College of Winterhold.
Background
Olivia Meronin used to be a teacher at the Arcane University. She came to Skyrim with her assistant Jadro'Ra to do research on the lost spells of Vanus Galerion as well as preventing dark forces from obtaining said spells.
When the Dragonborn encounters her for the first time, they can inquire about the lost pages and initiate the quest Forgotten Lore. She will also display scorn directed towards the teachers at the college, because she thinks they don't value teaching as much as their own research.
